We currently use two IPs for general purposes (website, e-mail, ftp, etc.). One IP should get priority against the other for incoming traffic.
Is there a way to use the QoS feature of the Cisco 1712 for this task (or an other solution ?) ? How can this be set up using SDM 2.2 ?

There is no way to prioritize incoming traffic. That is something that your service provider will have to set up. It is only possible to affect outgoing traffic in this manner.
Now, you can mark the traffic as it is coming in from your service provider and do Class Based Weighted Fair Queuing outbound on your LAN interface, but I don't think this is what you are trying to accomplish.
