would this constitute spoofing?

We have all our network devices in the 10.23.127.0/25 address space in Boston. A separate router is in NY City and will be readressed to 10.23.127.200 for easier inband mgmt. There's a firewall in Boston and I was wondering once we readdressed the router in NYC to 10.23.127.200, would not the fw drop the packets sourced by this router as spoofing?

No it wouldn't be considered a spoofed address from the Boston Firewalls perspective as the local address range is 10.23.127.0 - 10.23.127.127 and obviously doesn't include 10.23.127.200. Make sure the firewall has a route to 10.23.127.200 pointing out the correct interface.
