7921 and power setting on Cisco LWAPP Controllers

7921 phones only support up to 40mW on 802.11a. However the wonderful LWAPP system doesn't support 40mW it supports 17dBm and 15dBm (no 16dBm or 40mW).

How do you use the LWAPP system (4404-100 controllers) to use auto power and make sure they don't set themselves on 17dBm thus causing a problem for the 7921 phones.

I have tried using the "Power Constraint" on the 802.11h tab under the 802.11a network section on the 4404 with no effect.

Is there a solution to this problem?

Power constraint under 802.11h is not the answer.

So if you design the WLAN to the required signal level -67 dBm, then should be fine as well on the tx side.

So don't have to have exact match of power on AP and client side, but just need to be able to estabilish 2 way communication.
