I am using 2801, 12.4(15)T1 CCME 4.1
I have a vic2 2bri and am unable to establish layer 2 connectivity. (it says L2 deactivated). BT, the carrier has said it needs to be a point-to-point connection. looking at other posts, it appears that you need to use the command "static Tei" to get L2 activated. Is this correct? So that I can understand better, what is the purpose of TEI? Also looking at other posts there are other Tei commands, such as tei-negotiation preserve|first call. are these commands neccesary? Is there a std config that should help me get outgoing and incoming calls?

Can you try this out - UK config for BT ISDN BRI:
interface BRI0/3/0
no ip address
isdn switch-type basic-net3
isdn point-to-point-setup
isdn incoming-voice voice
isdn static-tei 0
!
interface BRI0/3/1
no ip address
isdn switch-type basic-net3
isdn point-to-point-setup
isdn incoming-voice voice
isdn static-tei 0

Please always alos 'compand-type a-law' under voice port, although not the cause of the problem.
It should be static tei 0 as suggested.
