Hi Jack,
Cisco secure desktop runs on any ASA5500 firewall platform only .
1- You need ASA5500
2- Get CSD software from Cisco Download
http://www.cisco.com/en/US/products/ps6742/tsd_products_support_series_home.html
3- Install CSD on ASA

Is it possible to install the Cisco Secure Desktop as a standalone application. Our issue is that non-admin users cannot run the CSD without having to download the inst.exe file every time they try to connect via Clientless SSL VPN

As per the tutorial you don't need admin privileges to use CSD. You can also enable Vault re-use to force minimal install when the user logs in the second time:

We are using the CSD for the Cache Cleaner functionality only. As for the Non-Admin user, it depends if the Windows system has Java installed before they open a SSL VPN connection. In testing, when I use an account with non-admin access and they try to run CSD, they get a prompt to yun the CSD manually downloading the inst.exe tool. This temporarily installs the CSD for that session, but is removed on disconnect. The user has to run this again during future SSL VPN connections. This is a big pain. I was hoping that installing the CSD as a standalone program would workaround this problem.

"Cisco secure desktop runs on any ASA5500 firewall platform only"
Are you sure about this? I thought VPN
Concentrator also supports Secure Desktop
as well:
Configuration | Tunneling and Security | WebVPN | Secure Desktop | Setup
Secure Desktop version 3.1.1.45 is currently installed and disabled. Choose one of the following actions and click the Apply button:
Disable Secure Desktop
Enable Secure Desktop
Uninstall Secure Desktop
Install a new Secure Desktop
