Is this a valid cdp output?
Sh cdp nei det not showing ip address of the connected router.
I cant login to the connected router via telnet since no ip address appeared.
Waiting for the explanation.

This is what you see when the listed device has no ip adress, for example an unconfigured switch.
If the device ever did have an ip, this seems to be gone now. Alternatively, check your docs and try the ip adress that is listed there altough I do not give you much of a chance, cdp hardly ever lies.

My guess is that the router is trying to get an IP address by DHCP and there is no DHCP server onm your network.
