Hi,
In the event of a power failure would the 2948G lose its configuration if not shut down gracefully?

it will not loose its configuration as long everytime you make a change you issue "write mem " to save running config to start-up config in flash.
As good practice it is allways good to backup config files to an tftp server as well as config text files to be safe.
USP is always good to have if you can affort it but not required, also it is good to have a good surge protector for protecting device from power surges.

Well you can never say never we have seen more than once on catos boxes where it will lose part of its config when you take a power hit . It is probably under certain circumstances like the power goes down quick and almost immedietly comes back and then goes down again . We seen this more than once , it is fixable by recreating the vlans that were on the box , the weird part is that is doesn't lose everything but enough to cause to not come back and because it loses the vlans all ports go into a inactive state . It depends on how important you consider this box , only you can answer that .
