It is my understanding that if packets are CEF switched, they will not need to used the public buffer pool on the router, unless the packet is punted. Only fast and process switched packets, is this correct?

Well, i don't think it's really about CEF or not. The main issue is if the system has interface buffers, and if system does have them, if they are free. IF you have FREE INTERFACE buffers, and you use CEF than yes, system buffers will not be used.
Also, CEF is a type of fast switching. I think of it as categories: Process and Fast. Fast switching has types (CEF, Silicon, Etc.)

Well I am just wondering if for a router using process switching, will enabling CEF reduce the usage of the public buffer pools

That will be the case, yes. I'm pretty sure packet has to be copied into system buffer before being process switched.
