For T1 PRI interface, I show InStatus and OutStatus as NONE when I do a show voice port summary. The port is enabled. How do I get out of NONE status and back to IDLE so it can accept/make calls

could you try calling any number and see the dubugs if the port really comes out of that None state:
could you provide these debugs:
sh voice active call
sh run
sh voicedsp
