Is it possible to become an associate if not employeed by a Cisco Partner?

I work for the Federal Judicial branch and recently got my CCNA. I want to pursue my CCNP and saw the Partner e-learning program. Is there any way to get sponsered by a Cisco partner and become an associate, which grants the PEC access? Is that unheard of or unreasonable? Thanks.

You'd need to work with some partner in order to get that access. Becoming an Associate (assuming you mean CCNA/CCDA) has nothing to do with being a partner, so yes you are welcome to do that.

Geting PELC access though needs to come either through a partner or working with your local Cisco SE account team. Working with the federal government, the local team may actually be your quickest method.
