Let me rephraze my purpose from the previous post:
Can CallManager control remote gateway and send to them outbound call to the PSTN and all inbound calls from the PSTN pass through the desired gateway or it's th CM who manager them.

All the calls will be routed from Callmanager to the gateway. The first point of call is Callmanger. Next to the gateway and from there PSTN. So Callmanager is managing how the call should be routed.

thanks for your help so i understood that Cisco doesn't provide a billing solution and by the way can you please provide somes links shown some configurations on how the call should be routed by the CallManager

Calls are routed to the gateway using route patterns / route lists / route groups.
