blocking outbound calls with JTAPI

Hi,

I was wondering if someone could tell me if there is a way to block outbound calls based on a phone number list without monitoring all the phones?

Here is what I am thinking:

all outbound calls will be forced to arrive at a CTI Route Point using translation table.

JTAPI will be monitoring CTI Route Point and then deciding if calls goes through or not.

What I am concerned with is:

when I use Cisco phone to dial for example 9-1-714-111-2222 where 9 is outside line, and Call manager transfers that call to a route point, does JTAPI that monitors that route point know that I dialed 1-714-111-2222 or not? Are the original dialed numbers preserved in the clal or not?
