forwarding all outbound calls on CCM 4.1.3

I have a very basic problem:

we have hundreds of IP phones connected to CCM and people dial out on them all the time.

I need to figure out a way to block some of those calls, based on actual number and not pattern (we have over 10,000 numbers that cannot be dialed).

So, I thought what if I force all the outbound calls go through some sort of CTI Route point (we have CCM 4.1.3 only), and then have a simple JTAPI application monitor it and decide what goes through and what not.

My questions are:

1. how to I configure that all my outbound calls go to a specific CTI Point?

2. can I use JTAPI to forward it to the originally intended destination?

I think it is possible to route all outbound calls to a particular point, but I am not sure if JTAPI would actually have information of where user actually dialed without monitoring ALL of phones.

I was thinking abotu monitoring only CTI Route Point, if I can.

Is it possible?
