Voice port blocked!

Hi all,

Our company using a C3745 with 4 E1 (R2) to connect to PSTN. Recently, the voice ports sometimes went in BLOCKED status; and the only way to get them out of that state is reseting the router.

Could anyone gimme a explain and suggestion about this case?
