Depending on your scalability requirements, the AS5350 would probably be a good choice. You could also consider a 3800 if you don't need to scale any higher. I'd take a look at the cost between the two solutions and make your decision off of that.
I think 3845 with NM-2CE1T1-PRI with two digital modems one with 36 ports and the other with 24 ports = 60 channels is good choice
