AAR works in HQ but not in BR1

I used two AAR groups (HQ/BR1) and two Locations (HQ and BR1). HQ is unlimited bandwidth. BR1 is 24kbps (1 call for g729).

After there is one call between the 2 sites, the secondary call from HQ gets "…rerouting.." and is successful to reroute the call out (AAR works). But if there is one call between the 2 sites, the secondary call from BR1 gets "Not Enough Bandwidth" and then fast-busy. (AAR fail).

Is the phone at HQ configured with External phone number mask? Is the AAR group assigned to both Lines (device at HQ and BR1)?

Is the Gateway at BR1 configured properly in the BR1 location?

Is AAR CSS assigned to BR1 phone?

Configed all except BR1 location to BR1 gateway. Why do we need setup BR1 location at the gateway? There are LAN connection between HQ and BR1. Also, if we set BR1 location (ie 24kbps), does it mean only allow one g729 call out this gateway?

yes, since the gw is at the remote location it needs to be associated with that loction. since you had it in another location ccm was deducting another 24k form the B1 allocated bandwidth, and since you only had that much allocated the call was denied. If as you say B1 is on the same lan as hq then you need to adjust your location bandwidth accordingly.
