One question is whether to terminate all the pppoe sessions through the same l2tp tunnel. but I think the limit is rougly few hundreds.

What I have faced in practice that not the number of sessions were the problems but the throughput of the router. We used an old 7206 as LNS for ADSL users and it turned out that the botleneck is the router's throughput.
