What is the difference between Smart serial and DB 60 WIC ??

Mainly connector size, and the smart serial drops support for one serial standard that is not much used. See:

There are many differences. The most relevant difference for someone concerned with building a lab for study is that the DB-60 connects to WIC-1T modules (installed into ISR routers) & the smart serial connector will connect to WIC-2T modules. The smart serial cable connector (correct this if it is misguided) the more recent form of technology as it provides two interfaces for a single slot when installed and it can attain higher port speed.
