I have client that has a Mitel 3300 VOIP system and Catalyst 4000 switches. The business requires that all calls internal and external be recorded. The Mitel and the recording device are both on Switch A and many pgones are on both Switch A and Switch B. The phones are all on VLAN 30 and they are working great. The recording device is recording all calls on Switch A and Outgoing calls only from Switch B. The Mitel, by design, is only involved in setting up internal calls, then the IP Phones talk directly - Device to Device.
To try to get the internal calls recorded we created a RSPAN VLAN 31 on both switches and implemented the following:
Switch A
monitor session 1 source vlan 30 - 31
monitor session 1 destination interface Gi3/25 (recording Device 1)
monitor session 2 source vlan 30 - 31
monitor session 2 destination interface Gi3/23 (recording Device 2)
Switch B
monitor session 1 source vlan 30
monitor session 1 destination remote vlan 31
Vlan 31 is present in the VLAN DB on both switches.
What am I missing here?

Just to verify, you have this configuration on both switches?
vlan 31
remote-span
And these switches are directly connected? If not, you need this configuration on every switch between them too. Also, make sure every trunk carries VLAN 31.
Once this is verified, try this configuration instead on Switch A:
no monitor session 1
no monitor session 2
monitor session 1 source remote vlan 31
monitor session 1 destination interface Gi3/23 monitor session 1 destination interface Gi3/25
