Hi: you use this command when using MGCP gateways. Its binds the Layer 3 of the ISDN PRI interface of the MGCP voice gateway to the Cisco CallManager for PRI Q.931 signaling backhaul support. Its configured on the ISDN d-channel. So your config would look like this:
interface Serial0/0/0:15
no ip address
isdn switch-type primary-net5
isdn incoming-voice voice
isdn bind-l3 ccm-manager
no cdp enable

The ISDN bind-l3 ccm-manager command is added automatically when you download the MGCP gateway configuration through the ccm-manager config command.
For E1 the pri-group timeslots 1-31 service mgcp get configured under controller e1, which subsequently creates the serial interface with the ISDN bind command.
Therefore there should be no necessity to add it manually. There are exceptions, for example when you need to reconfigure the pri-group timeslots, then it becomes necessary to remove the binding before you can change it under the controller.
Hope this helps.
Regards
Allan.
