Could anyone pls inform , whether reliability parameter under show interface is related from router to modem/mux or router to router ?

Are you talking about physical next hop(it can be modem or mux) or L3 next hop ( other end of router)
?

It is from cable connecting the interface to the ISP POP at problem end.
