Hello,
I have got the following setup:
IOS version 12.4.(4)XC7 (CME version 4.0) with 7911G en 7940G phones.
We have the following problem : on 7911G, the time is right, however, on

Any idea how to troubleshoot on this ?

Have you configured summer-time ?
