I have a sales rep who handles new creditcard applications. He needs to be able to manually record his conversations. How can I go about setting this up for him? We are using Cisco CallManager 4.1.3 and IPCC Premium 4.0.5.

Just create a script in IPCC that has the record step in it. He can conference in the script to the call and then when he is done it can email it to him. I know that is kind of high level but that should be fairly easy to do.
Or you can make him an agent and have him login to the CAD application and hit the record button. You can make these recorings accessable to him as well and archive them.
