Cisco 2950-24 %Error: initializing transceiver port Fa0/3 on post boot

I have a 2950-24 with an error on post boot fastethernet 0/3 wont initialize. i have tried to bring the interface up using the no shutdown command but get an error message (fastethernet 0/3 cant be brought up because it failed post in loopback test)any help would be appreciated.

This is a hardware failure and if you need to have that port you will have to RMA the unit to cisco.
