Hi,
Some documents say that Cisco 3825 running CME supports 168 ip-phones for maximum.
Is 3825 running CME supported when 168 ip-phones regists into the 3825 and every ip-phone has two or three DNs?
Is there any restriction about number of DNs for CME?

There are certainly restrictions for the number of DNs supported on your platform.
Take a look at the document at the following link:-

The document states that the 3825 supports 500 ephone-dns which should be sufficient for requirements.
Alternatively, another way of checking is form under the Telephony Service, run the command 'max-dn ?' or 'max-ephones ?', these will also show the maximum.
