I bought a 2811 off ebay. I also bought a VIC2-2FXO and VIC2-2FXS. I put them in the 2811 but the 2811 doesn't show any voice ports. Are both VIC cards bad? Is the 2811 dead?

Do you have any PVDM2s in your 2811? If not, that's more than likely your problem.

Why do I need PVDM2s? I thought those were for transcoding and conferencing? I have a 3640 with NM-2V and VIC-2FXS and it works just fine without any PVDMs.

The NM-2V has DSPs on the card itself for the voice modules. The VICs that go into the 2811 go directly into the router and not into a network module. Therefore, the 2800 series routers need DSPs (ie, PVDM2s) to see the voice modules.
