unity express and centralised call manager

I have a client using centralised call control and local unity express on the remote sites, when a user dials in on a remote site via a local E1 the call is routed to a local auto attendant on the unity express, it appears the caller can input only numbers known via the local subscriber list on the local unity express, you cannot dial a number that may be located on another site that has not got a subscriber referance on this site, is this normal? and what solution could i implement to have availablity of all numbers in the enterprise, should i be using unity networking, or is there another option?

Yes, you would have to configure CUE networking in this case. Take a look at the following link for a configuration example.
