2501 stuck in cold start

Hi, all.

I have a 2501 router. Everytime, when it starts, it stops, saying snmp agent on host router is undergoing a cold start...

even when it wouldnt stop when i type break to go Rommon mode.

what might be the problem. I've copied the message here.

Are you saying that it starts rebooting over and over by itself ? Otherwise that is a normal end of boot message meaning it is ready to configure , just hit the enter key at that point.

No, it is rebooting over and over. it just freezes there. then after I reboot, it does the same thing.
