New 8 Port T1 Controller Card 7200 Router

I just installed a new T1 Controller Card in my T1 router. I am currently sending out 40 full T1 to customers. My router See the controller and allows me to config the Controller for timeslots and the various parts. I can also congigure the Serial Int on the card as well. The T1s have been installed and the order complete however the controller is Down and S05/0:0 is down

/ down on both ends. I don't think they have anything plugged into the Far-End yet but the T1 is cabled to the port and the T1 is up shouldn't I at least see SO5/0:0 up down? even without the router. I have added some info below.
