i believe you need to define "max-ephones" and "max-dn" under telephony service.

here is a working config.

call-manager-fallback

secondary-dialtone 9

max-conferences 6 gain -6

transfer-system full-consult

ip source-address 10.229.129.2 port 2000

max-ephones 30

max-dn 64

dialplan-pattern 1 .......... extension-length 4

transfer-pattern 9T

default-destination 8650

voicemail 8950

alias 1 8610 to 8650

time-zone 5

After it is configured on the router, you have to configure it on CUCM. Setup the SRST profile, add it to the device profile you want. Reset and reboot all devices in that device profile. This will then push out the SRST information to the IP phones. When the connection is lost to CUCM at the IP phone, it will have the SRST information on the device and fail to the router configured in the SRST profile.
