CEM state down on CEoIP

Hi,

I am trying to set up circuit emulation over IP using NM-CEM-4SER on two 3845 routers. The routers are at two locations connected by a Leased Ethernet 100 (LES100) circuit. The LES100 works fine; i can telnet to either router from the remote location. However, my CEM summary shows CSTATE=UP; LSTATE=UP; OSTATE=ACTIVE at one end, while at the other end it shows CSTATE=DOWN; LSTATE=UP; OSTATE=ACTIVE at the other end. I have attached the CEM summary and my config at both ends.

PS: Below attempting this across the LES100, i did a bench test, using two 3750 switches to create a Q in Q tunnel (to simulate a LES100 circuit) and hooked up my routers. Everything worked fine then.

May be the the cem interface does not actually detect the device on the otherside, but it is pins tied on the cable that causes it to go up.
