CCM 5.1 cluster extension mobility configuration

I am trying to deploy ext mobility on CCM 5.1 cluster. I have used IP address of the primary CCM in Ext Mobility URL.

Everything works fine when primary is up.

But users CANNOT login when primary is down simply becase the URL still shows the IP address of the primary server.

Is there any workaround for this problem ?

I must be able to use ext mobility even when the primary is down becase this is attached to a IPCCX server where agents need to log in for seat sharing.

EM is not available when the PUB is down however there is redundancy in 6.X

If you do not have CUCM 6.X you can create a backup EM service potinting to the backup server.

Alternaitvely, cano we do some workaround with DNS server ?
