Do we require an ACL in transparent mode for allowing any kind of traffic?

Traffic from an interface with higher security going to an interface with lower security is allowed without an ACL just like in routed mode.

But does it require an ACL in transparent mode for low to high because it acts as a switch.

Yes, you need an ACL to allow low to high. That part is like routed mode.
