FXS BUSY TONE

In my solution I have a 2 ports FXS VIC in 1751 router connecting through WAN to a 2 Ports FXO VIC in 1751 router , The system was working fine ,till the only ONE of the FXS ports started to give us a busy tone

what could be happened to make this situation?

could be this a result for a physical damage ?

this is the configuration for both routers , is there is any thing missed ?

Yes I reloaded the routers but it does not work

any other steps.
