I need to know what IOS software to downloan to configure Q-inQ on a Cisco 2600 series router.

According to http://tools.cisco.com/ITDIT/CFN/jsp/index.jsp
All you need is IP Plus with 12.2T or later.
However you need to have NM Layer2 switchports, see this caveat:
