What is the SDM template you are running on the switch? By default the switch runs desktop default template which can be verified using " SH SDM PREFER"
You would require an SDM routing template for PBR support. You would require a reboot to take the new setting into effect

I've had similar experiences and contacted Cisco to ask about this... I was informed that I would need to upgrade my IOS to "Advanced IP SERVICES" version in order to get this feature.

royalblues is correct, also you do not need to change feature set:
