interface displaying an alarm even when "administravely down"

Customer has an E1 interface that is diplaying the alarm "Transmitter is sending remote alarm", we shutdown the interface, but alarm is still there. We didn't remove the cable. Does someone know why the alarm didn't go away with the interface administravely down?

Couple of things. Other than admin'ing down interface, you may need to admin down the controller as well.

Have you done any trouble shooting to resolve the issue?

As the interfaces are not being used, the customer just wish to stop the alarm, and will not contact the remote system. Let me check if admin down the controller may solve the problem.
