Is there any way to set the call forward all feature on a phone via GUI or phone for a user without making them an administrator? Since users cannot access lines, they cannot forward all.

From the phone with CwdAll softkey, do you have that ? If not, check softkey config under ephone-template.

Ok, I understand better now, you want to set/reset CFA remotely.
I tried to write a TCL/IVR script to do that, but ran into a "limitation" for which HTTP POST operation from TCL/IVR cannot be authenticated. This is necessary for "reconfiguration" of the router by the script, and I couldn't come up with an alternate technique that doesn't require another SW module running on a server.
If cisco will ever fix the above, then it can be done.

Hello Administrator,
Yes there is, you create a phone user account and associate with the ephone. And this user will have access to the phone that you set, and he will configure the Call Forward that he wants.
The user will log into the url http://X.X.X.X/ccme.html with the phone user account and sets his personal configuration.
