I am having a heck of a time configuring this module and being able to access it and see the port status. I have been on Cisco's website and just having a hard time getting to the right documentation. The router is version 12.4(18) ip base. I have not been able to seeion into the module. When I do a sh inventory it is displayed in the inventory.

Hi
Have a look at this document which should help you setup the initial config to gain access to the module.
Basically after the module is installed you see a new unused gigabit interface. In short you need to
1) Give the new interface an IP address and issue a "no shut"
2) After this issue the command "service-module gi"slot/int" session
This will then connect you to the module and you can configure it from there.

I keep getting the message:
% Connection timed out; remote host not responding
I did a no shut and assigned an IP address with no problem.

What do you get from the output of
service-module gi1/0 status (where gi1/0 is the gigabit connection to the module).
From my 2800 router
Router#service-module gi1/0 status
Service Module is Cisco GigabitEthernet1/0

Service Module is in Steady state
Service Module reset on error is disabled

Looks fine to me from the status. You could try a reset on the module
service-module g1/0 reset
When you try and connect with "service-module gi1/0 sess" what do you see ?
I get
Router#service-module gi1/0 session
Trying 10.5.5.1, 2066 ... Open
2800-esw>
I do have to hit return to get the 2800-esw> prompt.

I tried moving it to another open slot but I still get a connection timed out message. status still looks good.

Can't see too much wrong with this.
if you do a "sh line" from router prompt presumably vty97 is free. You could try clearing the line just to be on the safe side.
I'm running c2800nm-ipbase-mz.124-3c.bin on my 2800.
