The "bandwidth" is useful to Dynamic Routing Protocol. For example, in OSPF it use in metric calculation. If you don't use Dynamic Routing Protocol, I don't see the use of "bandwidth" command. Check this link regarding "bandwidth" command in serial interface http://articles.techrepublic.com.com/5100-1035_11-6093972.html

To configure serial port in DCE mode, use "clock rate bps" - bps is your line speed. Take note that the higher speed may not work if your cable is too long. To allow higher speed, use only EIA/TIA-449 or V.35
