Unity:Voice Pilot number won't work when Publisher is down

Hi,

We are running Unity 4.0 with 4.1(3) CCM cluster.

In Unity for Primary server(CCM)we are configured Subscriber1 and Secondary server we are Configured Publisher.

Couple of days back Publisher's Callmanager service was down, during that period Voice mai pilot number was not working, if we dail the pilot number we are getting re-order tone.Once the Publisher CallManager service was up the pilot number starts working normally.

My query is: In unity, Subscriber is configured as a Primary server,how come the Pilot number was not working when Publisher was down (in unity publisher is a secondary server).

Please help me out!!!!

Make sure that the device pool assigned to the Voice Mail ports on CCM has a CCMGroup that contains the subscriber.
