IS it possible to register another voice gateway to the CME router?
I have a CME router which has an IP connectivity to another voice gateway and want to route the international calls towards it.

You only need to create a voip dial-peer that points to the IP Address of teh voice gateway.

I did try the same and it was not working.
Think i need to check the configs again.

show dialplan number XXX [timeout] and debug dial-peer (extrema ratio) are your troubleshooting friends.
