Call handler restriction

Is there a way to restric a call handler to allow callers to dial only a certain block of numbers without sending it to the Caller system transfer or the Subscriber system transfer?

Example _ Welcome to XXX, enter the 7 digit number of the party you wish to reach (but only allow the caller to dial a specific block of numbers, any others would fail).

The only way I can think of is to use Bulk CallHandler Create from the CiscoUnityTools website to create a "transfer" call handler for each and every number in the dialing range.

Well since there are over 1,000 numbers in the block, I think I will ask them to hit 1 on the call handler to send to subscriber system transfer which will then prompt then ask for them to dial the number..an extra step they wont like but much more manageable from an admin perspective. Thanks.
