Is it possible for a end user to configure their own BLF/SD from the ccmuser (not the ccmadmin)?
Any ideas how to move that administration to the end users?

Yes they can, you just have to make sure that you have given them the proper button template on their phone to allow those buttons

How?
I can only see SD lines as end user (ccmuser web pages) but not the BLF/SD lines.

Sadly only the ccmadmin can setup BLF/SD. Here is a reference to this fact;
Cisco Unified CallManager supports the ability for a speed dial to have presence capabilities via a busy lamp field (BLF) speed dial. BLF speed dials work as both a speed dial and a presence indicator.Only the system administrator can configure a BLF speed dial; a system user is not allowed to configure a BLF speed dial.
States are:
Idle
Busy
Unknown
