Just curious about BGP timer

I thought when BGP either up or down, it would start the counter. Today, the result showed "never". I am just curious about it.

Is that mean the counter never able to start?

According to your output you are not establishing a BGP connection! Under State/PfxRcd there should be a number. Active means it still trying to establish the TCP session. Here's a good troubleshooting doc to help.

"never" means that the BGP session with the neighbor has not been established since the last reload.
