I wanted to know whether the upgradation from LMS 2.5 to 3.0 free or do we need to buy again.

The upgrade to LMS 3.0 requires you to purchase a new license. It is considered to be a new product, so you will need to buy it. However, your LMS 2.5 data can be migrated to 3.0.
