well man, i believe the questions are really the same but posed diferently. i mean, the A question says that if syncronization is off and so the IGP does not know how to route packets to the exiting router, the prefix is lost at the very next router (ie; the route next to the receiving one). For this to be solved you will have to turn on the syncronization or run an IGP.
In the second question you refers, it really says the same. It says that, the only routers capable of routing this data across the AS are the edge routers B and C, since there is no IGP neither syncronization.
