Is it possible for a CISCO UK IP phone system to present the end-user with a couple of pre-recorded messages and a set of options and the phone system record the responses (numbers pressed) from the user into a text file or a database?

This sounds like a job best accomplished with IPCC Express.
There might be some other options like TCL Scripts or VXML that would be less expensive but less supported.
