LMS 2.6 DCRServer waiting to initialize

Hello, after restarting our Windows server running LMS 2.6 I observe the following message under the Common Services > Server > Admin > Processes screen DCRServer process state is Waiting to initialize.

Is the process Tomcat up and running?

Did you patch the Windows server recently?

What is the size of regdaemon.xml in NMSROOT/MDC/etc?

Thanks for your reply.

The Tomcat service is running and I have not applied any recent Windows patches. The regdaemon.xml file is 69 KB in size.
