What version of IPM/LMS are you running?
Does the device that you're trying to add support IPSLA ? (easy to check, log into the IOS device and type in "sho rtr" and if you get "unrecongnized command" it doesnt)
Is IPSLA enabled ? (rtr enable in config mode to enable it)
Have you added the device into IPM ?

Ahh so I see you have sup 720's ! Good news a very good platform. you need an image with advanced IP services such as s720033-advipservicesk9_wan-mz.122-18.SXF5.bin.
You can look in the feature navigator of IOS to see which images fit.
